PTAB Precedential Opinion Panel Rules that Parties can Join New Issues to Existing IPR Petitions

The Precedential Opinion Panel of the Patent Trial and Appeal Board (PTAB) has ruled that the PTAB has discretion to permit a party to join new issues to an existing IPR petition, but only in limited circumstances.
