PTAB Precedential Opinion Panel Holds Improper Complaint Sufficient to Trigger One-Year Time Period to File a Petition

In a decision denying institution of an inter partes review petition as being time-barred, the PTAB’S Precedential Opinion Panel held that improper complaints, such as those filed by a plaintiff without standing, are sufficient to trigger the one-year time period for filing of a petition.
